Mr. Michael M. Stahl, Office of Compliance
Director for the Environmental Protection Agency (EPA) is
in Montevideo to participate in several events where he
will share his agency's experiences regarding performance
indicators used for evaluating the effectiveness of application
programs and compliance with environmental laws.

environmental issues at a breakfast meeting this morning.

The EPA's Office of Compliance assists industries
and other organizations in the U.S. in improving their compliance
with environmental laws. It sets national compliance assurance
and enforcement priorities through strategic planning and
targeting, collects and integrates compliance data, develops
effective compliance monitoring programs to support inspections
and self-reporting, builds the capacity for more effective
compliance assistance to the regulated community, improves
the quality of regulations, works with regions, states,
tribes, municipalities, citizen groups and industry and
supports enforcement activities
Michael M. Stahl is currently serving as
Director, Office of Compliance at the U.S. Environmental
Protection Agency in Washington, D.C. He is one of the Agency’s
senior officials responsible for directing EPA’s programs
to assure compliance with the nation’s environmental
laws and regulations. Michael previously served from 1993-2000
as Deputy Assistant Administrator in EPA’s Office
of Enforcement and Compliance Assurance.
In his current position as OC Director,
Mr. Stahl has four major responsibilities: ensuring effective
monitoring and assessment of compliance; advancing the practice
of compliance assistance; enhancing the quality and expanding
the use of compliance data; and providing leadership in
program planning, priority setting, and performance measurement.
Since 1983, Mr. Stahl
has served in a variety of management positions
in several EPA program offices. In 2002, he was awarded
a Presidential Rank Award for Meritorious Service. He has
twice received a Gold Medal for Exceptional Service for
distribution of loans and grants to schools for abatement
of asbestos hazards and for reorganization of EPA’s
enforcement program. Mr. Stahl
began his federal service in 1980 as a Presidential Management
Intern at the Consumer Product Safety Commission where he
served as a special assistant to the Executive Director.
Mr. Stahl
is an Adjunct Faculty member of the Department of Public
and International Affairs at George Mason University in
Fairfax, Virginia, where he teaches courses on public management
in the Master of Public Administration program. He is also
a member of Board of Visitors of the Harry S. Truman School
of Public Affairs at the University of Missouri-Columbia.
Mr. Stahl graduated from the University
of Missouri in 1980 with a Master’s degree in public
administration after working for three years in the Missouri
Senate as an assistant to the Majority Floor Leader. He
also worked as a probation and parole officer in St. Louis,
Missouri after earning a Bachelor’s degree in Administration
of Justice from the University of Missouri in 1975.
