Ambassador Frank Baxter participated in the ceremony held on December 15th at the U.S.-Uruguay Binational Center to present diplomas to the students who qualified this year to become English teachers. The graduates spoke emotionally about having the chance to learn to teach and thereby being able to give students the opportunity to communicate with people around the world through the use of English.
